The Human Resources Officer is responsible for all facets of the HR work cycle including but not limited to: employee recruitment, orientation, retention, training and development; and maintaining positive work relationships. This role also holds responsibility for all labour relations activities; procedure and policy development; and the implementation of job evaluation and performance management systems.


  • Plan, implement and manage human resources initiatives and activities that support Confederation Centre of the Arts strategic goals and objectives;
  • Develop and implement policies and procedures that comply with best practices and union contracts within the Centre;
  • Work with union members to insure compliance, arrange and participate in union negotiations;
  • Remain current with best practices, legislative changes and industry standards;
  • Responsible for all phases of human resources activities including interviewing, contracts, orientation, promotion, employment, employee relations, compensation and benefit administration and associate services;
  • Support managers with recruit and selection initiatives;
  • Strategically plan for the organization’s human capital needs including developing and implementing succession plans;
  • Advise and assist managers on the interpretation and administration of policies, practices and programs;
  • Maintain positive working relationships with employees and the management team;
  • Serve as a link between management and employees by handling questions, interpreting policies and striving to resolve work-related issues on a timely basis;
  • Support managers with employee relations and performance management initiatives;
  • Act as communication champion to ensure staff are kept informed of relevant information and company policies;
  • Maintain accurate and up- to-date employee and human resource records.


  • Bachelor’s degree or diploma in Business, Human Resources or a related discipline;
  • 7+ years of working experience in Human Resources;
  • Strong knowledge of HR best practices and PEI labour and employment laws;
  • Experience working with union contract and labor negotiations;
  • Manage mediation/arbitration/grievance processes;
  • CHRP designation is considered an asset;
